MISSOULA, Mont. -

A Missoula city council committee heard ways to permanently permit and regulate soup kitchens and homeless shelters.

It stems from a plan to house the Union Gospel Mission in the old Sweetheart Bakery building.

It's a controversial plan in this west side neighborhood.

The council voted Monday to impose conditional zoning on soup kitchens and homeless shelters.

The city is researching ways it can permit and regulate such facilities in perpetuity.

"And other services," said council member Jason Wiener, "designed specifically to provide for the needy in order to address concerns of people who are adjacent to them and allow them for the people who want to build them."
